About urgent measures for ensuring national security in the conditions of the outbreak of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

Having considered information on epidemic situation in connection with distribution on the territory of Ukraine and the countries of the world of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus (further - COVID-19), the National Security and Defense Council of Ukraine notes that according to the conclusion of the World Health Organization COVID distribution - in 19 countries of the world acquired the status of pandemic, the epidemic situation acquired extremely menacing nature.

For the purpose of prevention of negative development of epidemic situation and ensuring compliance with article 49 of the Constitution of Ukraine the National Security and Defense Council of Ukraine solved:

1. To the Cabinet of Ministers of Ukraine to take in accordance with the established procedure measures relatively:

1) closings from 0 hours 00 min. on March 17, 2020 within the next two weeks of check points through frontier of Ukraine for implementation of regular passenger traffic;

2) the terminations from 0 hours 00 min. on March 16, 2020 within the next two weeks of entrance on the territory of Ukraine foreigners and stateless persons, except for persons who have the right to permanent or temporary residence in the territory of Ukraine, and according to separate decisions of the Ministry of Foreign Affairs of Ukraine of the accredited staff of diplomatic representations, consular establishments, representative offices of the international organizations;

3) for office use;

4) carrying out instantly complex analysis of possibility of effective reaction of health care system on counteraction to flash of COVID-19;

5) to provide development and to submit for consideration of the Verkhovna Rada of Ukraine the bill of introduction of amendments to the Law of Ukraine "About public purchases" concerning non-proliferation of operation of the called Law on cases if subject of purchase are means of medical appointment and the specialized medical equipment for assistance to sick COVID-19;
