About measures for ensuring sanitary and epidemiologic wellbeing of the population in the territory of the Russian Federation in connection with spread of new koronavirusny infection (COVID-19)

For the purpose of ensuring sanitary and epidemiologic wellbeing of the population in the territory of the Russian Federation in connection with spread of new koronavirusny infection (COVID-19), according to article 80 of the Constitution of the Russian Federation I decide:

1. Establish from April 4 to April 30, 2020 inclusive non-working days with preserving for workers of the salary.

2. To management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation taking into account provisions of this Decree, proceeding from sanitary and epidemiologic situation and features of spread of new koronavirusny infection (COVID-19) in subject of the Russian Federation, to provide development and realization of complex of restrictive and other actions, first of all:

a) determine in borders of appropriate subject of the Russian Federation the territories in which realization of complex of the restrictive and other actions aimed at providing sanitary and epidemiologic wellbeing of the population is provided (further - the corresponding territory), including in the conditions of introduction of high alert, emergency situation;

b) suspend (to limit) activities of the separate organizations which are in the corresponding territory irrespective of legal form and pattern of ownership, and also individual entrepreneurs taking into account provisions of items 4 and 5 these Decrees;

c) establish special procedure for movement in the corresponding territory of persons and vehicles, except for the vehicles performing interregional transportations.

3. Restrictive and other actions can be implemented during different periods of time within aggregate term, the stipulated in Item 1 this Decree.

4. This Decree does not extend to the following organizations (employers and their workers):

a) continuously operational entities;

b) medical and pharmaceutical organizations;
