About modification of separate legal acts of the Russian Federation concerning the prevention and liquidation of emergency situations

Article 1

Article 52.1 of the Law of the Russian Federation of October 9, 1992 No. 3612-1 "Bases of the legislation of the Russian Federation about culture" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 46, Art. 2615; The Russian Federation Code, 2019, No. 29, the Art. 3860) to add with part of the nineteenth of the following content:

"The government of the Russian Federation having the right in case of threat of origin and (or) emergence of separate emergency situations, introduction of high alert or emergency situation in all territory of the Russian Federation or on its part to establish features of cancellation, replacement or the transfer which is carried out by the organization of performing arts or the museum of spectacular action including regarding procedure and terms of cost recovery of tickets, subscriptions and excursion permits on carried out by the organizations of performing arts or the museums of spectacular action.".

Article 2

Bring in the Federal Law of December 21, 1994 No. 68-FZ "About protection of the population and the territories against emergency situations of natural and technogenic nature" (The Russian Federation Code, 1994, No. 35, Art. 3648; 2004, No. 35, Art. 3607; 2006, No. 50, Art. 5284; 2009, No. 1, Art. 17; No. 48, Art. 5717; 2010, No. 21, Art. 2529; No. 31, Art. 4192; 2011, No. 1, Art. 24, 54; 2012, No. 14, Art. 1549; 2013, No. 7, Art. 610; No. 27, Art. 3450; 2014, No. 42, Art. 5615; 2015, No. 10, Art. 1408; No. 18, Art. 2622; No. 48, Art. 6723; 2016, No. 1, Art. 68; No. 7, Art. 919; No. 26, Art. 3887; 2018, No. 32, Art. 5113; 2019, No. 27, Art. 3524) following changes:

1) Article 1 part one after the word "catastrophic crashes" to add with words of "spread of the disease constituting danger to people around";

2) in Article 4.1:

a) in the subitem "an" of Item 2 the word "corporations;" shall be replaced with words "corporations. In case of threat of origin and (or) emergence of separate emergency situations the Government of the Russian Federation has the right to make the decision on implementation of powers of coordinating body of Universal State System of Prevention and Response to ES by it;";

b) to add Item 2.2 after words "Government Commission on Emergencies Prevention and Relief, and Fire Safety" with words "(The government of the Russian Federation in the case provided by the subitem "an" of Item 2 of this Article)";

c) to add Item 2.3 after words "Government Commission on Emergencies Prevention and Relief, and Fire Safety" with words "(The government of the Russian Federation in the case provided by the subitem "an" of Item 2 of this Article)";

d) to add the subitem "g" of Item 8 after words of "Government Commission on Emergencies Prevention and Relief, and Fire Safety" with words "(the decision of the Government of the Russian Federation in the case provided by the subitem "an" of Item 2 of this Article)";

Article 10 to add 3) with subitems "a.1" and "a.2" the following content:

"and. 1) makes the decision on introduction of high alert or emergency situation in all territory of the Russian Federation or on its part in case of threat of origin and (or) emergence of emergency situation of federal or interregional nature;

and. Establishes 2) obligatory for execution by citizens and the organizations of the rule of conduct in case of introduction of high alert or emergency situation;";

4) in Article 11:

a) add Item 1 with subitems "y" and "f" of the following content:

"s) establish obligatory for execution by citizens and the organizations of the rule of conduct in case of introduction of high alert or emergency situation according to the subitem "m" of this Item;

t) taking into account features of emergency situation in the territory of the subject of the Russian Federation or threat of its origin in pursuance of the rules of conduct established according to the subitem "a.2" article 10 of this Federal Law can establish additional obligatory for execution by citizens and the organizations of the rule of conduct in case of introduction of high alert or emergency situation according to the subitem "a.1" article 10 of this Federal Law.";

b) add with Item 1.1 of the following content:

"1.1. In case of establishment by the Government of the Russian Federation obligatory for execution by citizens and the organizations of the rules of conduct provided by the subitem "a.2" article 10 of this Federal Law, the rules of conduct established by public authorities of the subject of the Russian Federation according to subitems "y" and "f" of Item 1 of this Article cannot contradict them.";

Chapter II to add 5) with Article 11.2 of the following content:

"Article 11.2. Powers of the electoral commissions on decision making about adjournment of vote on elections, referenda in case of introduction of high alert or emergency situation
