About introduction of amendments to the Law of Ukraine "On regulation of town-planning activities" concerning strengthening of protection of persons with disability and other handicapped national groups when implementing town-planning activities

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "On regulation of town-planning activities" (Sheets of the Verkhovna Rada of Ukraine, 2011, No. 34, Art. 343; 2015, No. 28, Art. 236; 2017, No. 9, Art. 68) following changes:

1. To add part one of Article 1 with Items 15 and 16 of the following content:

"15) means of easy access to objects - technical, functional parts (elements, designs) of buildings, the constructions of any appointment meeting the normative requirements of ensuring availability and safety of objects to persons with disability and other handicapped national groups, ramps, elevators and platforms for persons with disability, sound systems and other;

16) handicapped national groups - persons experiencing difficulties in case of independent movement, receipt of the service necessary for information or in case of orientation in space, in particular persons with disability, persons with temporary violation of health, expectant mothers, citizens of old age, persons with baby carriages".

2. The fourth Article 34 to add part with the paragraph the second the following content:

"The device of means of easy access of persons with disability and other handicapped national groups to houses, buildings, constructions of any appointment, their complexes and parts, objects of engineering and transport infrastructure can be performed without documents granting the right to accomplishment of construction works and in the absence of the document certifying the property right or uses of the parcel of land with observance of requirements of the legislation, construction regulations and rules. The procedure for the device of means of easy access to objects or their reasonable adaptation is established by the Cabinet of Ministers of Ukraine".

3. The fourth parts seven of Article 39 to add the paragraph with the words "including on availability of object to persons with disability and other handicapped national groups".
