About modification of some legal acts of Ukraine for the purpose of increase in potential of health care system of Ukraine to counteract spread of koronavirusny disease (COVID-19)

The Verkhovna Rada of Ukraine decides:

І. Make changes to the following legal acts of Ukraine:

1. To add article 74 of Bases of the legislation of Ukraine about health care (The sheet of the Verkhovna Rada of Ukraine, 1993, No. 4, Art. 19 with the following changes) with part five of the following content:

"To accomplishment of the actions connected with counteraction to spread of koronavirusny disease (COVID-19), in healthcare institutions and other organizations, institutions, Items, the organizations performing the related activity on the volunteer beginnings doctors-interns, and also specialists doctors without requirements for certification of assignment or confirmation of qualification category according to the procedure of and taking into account restrictions on such attraction which are set by the decision of the central executive body providing forming of state policy in the field of health care can be attracted".

2. "About protection of the population against infectious diseases" (Sheets of the Verkhovna Rada of Ukraine, 2000, No. 29, of Art. 228 with subsequent changes) to add the law of Ukraine with Article 35-1 of content:

"Article 35-1. Epidemiological search of cases of infection with koronavirusny disease (COVID-19) by testing

For the purpose of implementation of epidemiological search of cases of infection with koronavirusny disease (COVID-19), and also effective identification of persons who had contact with persons sick with koronavirusny disease (COVID-19) and applications of restrictive anti-epidemic actions the central executive body which performs forming of state policy in the field of health protection provides the organization of conducting the strengthened testing at the out-patient and stationary levels depending on medical indications according to industry standards of medical care.

Testing according to part one of this Article is obligatory for:

persons asking for medical care with signs of koronavirusny disease (COVID-19);
