About introduction of amendments to the Law of the Azerbaijan Republic "About phytosanitary control" and the Code of Administrative Offences of the Azerbaijan Republic

Article 1. Make the following changes to the Law of the Azerbaijan Republic "About phytosanitary control" (Collection of the legislation of the Azerbaijan Republic, 2006, No. 8, Article 655; 2007, No. 6, Article 595; 2009, No. 12, Articles 948, 954, 968; 2011, No. 2, Article 71; 2014, No. 10, Article 1150; 2016, No. 6, Article 1013; 2017, No. 5, Article 713; 2018, No. 4, article 641, No. 12 (book I), Article 2491):

1.1. Under Article 3:

1.1.1. to add the word to the name "state phytosanitary" before the word of "service";

1.1.2. exclude the words "and service" from Article 3.0;

1.1.3. in Article 3.0.3 of the word of "rules and standard rates" to replace with the word of "regulations";

1.1.4. consider Article 3.0 Article 3. 1, and to add Article 3.2 of the following content:

"3.2. The public phytosanitary service covers:

3.2.1. carrying out inspections, observations, implementation of services in the field of prevention and protection of plants in warehouses, the markets, on personal plots, individual and collective gardens and kitchen gardens, lands, especially protected natural territories and objects according to appeals of physical persons and legal entities, and also bodies of the state and local self-government;

3.2.2. provision to the physical persons and legal entities which are engaged in production of plants and vegetable products on the basis of their circulation of recommendations about questions of protection of plants, to technology and rules of use, storage and transportation of pesticides, biological medicines and other remedies of plants;

3.2.3. carrying out agrochemical researches on arable lands and other farmlands, issue of agrochemical passports of fields and creation of cartograms";
