Article 1

Bring in the Federal Law of December 8, 1995 No. 193-FZ "About agricultural cooperation" (The Russian Federation Code, 1995, No. 50, Art. 4870; 1997, No. 10, Art. 1120; 1999, No. 8, Art. 973; 2003, No. 24, Art. 2248; 2006, No. 45, Art. 4635; 2008, No. 49, Art. 5748; 2013, No. 30, Art. 4084; No. 51, Art. 6683; 2014, No. 45, Art. 6154; 2015, No. 17, Art. 2474; 2016, No. 27, Art. 4225; 2017, No. 31, Art. 4766; 2018, No. 18, Art. 2560; No. 49, Art. 7523; 2019, No. 31, Art. 4430) following changes:

1) in Article 1:

a) in paragraph eight of the word "is not member of cooperative and" to exclude;

b) in the paragraph the seventeenth "credit cooperative" shall be replaced with words words "agricultural credit consumer cooperative (further - credit cooperative)";

c) in the paragraph the twenty first the words "agricultural credit consumer cooperatives" shall be replaced with words "credit cooperatives";

2) in Article 4:

a) in Item 5 of the word "to insurance (insurance cooperatives)," to exclude;

b) state Item 8 in the following edition:

"8. Credit cooperatives are created for the purpose of the organization of financial mutual assistance of members of credit cooperatives and associated members of credit cooperatives by means of:

1) associations of shares of members of credit cooperatives and associated members of credit cooperatives, the funds raised in credit cooperatives in the form of the loans obtained from members of credit cooperatives and associated members of credit cooperatives, and other money according to the procedure, determined by this Federal Law, other Federal Laws and charters of credit cooperatives;

"single non-execution within one year by credit cooperative of the instruction about restriction of activities of the credit cooperative specified in paragraph one of the subitem 10 of this Item;";

add with the paragraph of the following content:

"numerous violation within one year by credit cooperative of the requirements provided by Articles 6, 7 (except for Item 3), 7.3 and 7.5 Federal Laws of August 7, 2001 No. 115-FZ "About counteraction of legalization (washing) of income gained in the criminal way and to terrorism financing", and (or) numerous violation within one year by credit cooperative of requirements of the regulations of the Bank of Russia published according to the specified Federal Law;";

add with the subitem 12 of the following content:

"12) has the right to direct the representatives to general meeting of members of credit cooperative.";

b) state Item 3 in the following edition:

"3. Credit cooperatives, total number of members and which associated members are exceeded by three thousand physical persons and (or) legal entities, credit cooperatives of the subsequent level, and also the credit cooperatives which are not members of the self-regulatory organization in the field of the financial market combining credit cooperatives shall constitute and submit to the Bank of Russia the reporting and other documents and information established by this Federal Law, other Federal Laws and regulations of the Bank of Russia.

The Bank of Russia in the presence of information on possible violation by credit cooperative, total number of members and which associated members are not exceeded by three thousand physical persons and (or) legal entities except for of credit cooperatives which size of assets exceeds the value determined by the regulation of the Bank of Russia, requirements of this Federal Law and regulations of the Bank of Russia adopted according to it sends this information to the self-regulatory organization in the field of the financial market combining credit cooperatives which member is such credit cooperative, for application of the measures provided by the subitem 1 of Item 5 of this Article.";

c) in Item 5:
