Approve the enclosed changes which are made to the order of the Government of the Russian Federation of October 24, 2005 No. 637 "About state regulation of rates for services of public telecommunication and public mail service" (The Russian Federation Code, 2005, No. 44, Art. 4561; 2007, No. 40, Art. 4797; 2011, No. 46, Art. 6535; 2013, No. 27, Art. 3602; 2014, No. 15, Art. 1766; 2015, No. 37, Art. 5153; 2018, No. 33, Art. 5430).

2. This resolution becomes effective since January 1, 2021.

Changes which are made to the Order of the Government of the Russian Federation of October 24, 2005 No. 637

1. In Regulations on the state regulation of rates for services of public telecommunication and public mail service approved by the specified resolution:

a) Items 2 (2) and 2(3) to recognize invalid;

b) Item 5 (1) after words of "method of economically reasonable costs" to add with the words "and pricing limiting method";

c) Item 6 (to state 1) in the following edition:

"6(1). For calculation and determination of regulated rates for communication services by pricing limiting method the regulating authority perfroms calculation of coefficient of increase in efficiency of activities of the telecom operator in case of which performance indicators of activities of the telecom operator and macroeconomic indicators for the long-term period of regulation are considered, and approves the specified calculation for 5 years at least.";

d) add with Items 6 (2) and 6(3) following contents:
