This Federal Law establishes features of regulation of town-planning, land and other relations for the purpose of implementation of priority projects on upgrade and expansion of infrastructure.
1. For the purposes of this Federal Law priority projects on upgrade and expansion of infrastructure are understood as projects on construction, reconstruction of capital construction projects according to the priorities, the purposes and tasks determined by the strategy of social and economic development of the Russian Federation and the strategy of space development of the Russian Federation (further - infrastructure facilities), and also other capital construction projects of federal, regional or local importance necessary for ensuring construction, reconstruction, operation of infrastructure facilities.
2. Can be carried to infrastructure facilities:
1) highways public or their sites, bridges, protective road constructions, artificial road constructions, production facilities (the objects used in case of capital repairs, repair and content of highways), the elements of arrangement of highways, objects intended for collection of payment (including Items of collection of payment), the objects of road service, and also the building, construction necessary for the organization boundary, customs and other types of control at automobile check points through Frontier of the Russian Federation;
2) infrastructure facilities of rail transport, including high-speed rail transport;
