About modification and amendments in the Law "About Local Self-government"

Article 1. Of May 7, 2002 "About local self-government" (further - the Law) the words "in communities Gyumri and Vanadzor" to exclude No. ZR-337 from part 1 of article 1 of the Law, and to add the same part after words of "feature of local self-government" with the words "in the communities having the Council of Elders elected on pro rata electoral system".
Article 2. To add article 27 of the Law with part 2.1 following of content:
"2.1. In case of the expiration of powers of the head of community the Prime Minister of the Republic of Armenia appoints the acting as the community including the city settlement, and the governor - consisting only of rural settlements, to the introduction in powers of the head of community, newly elected in the procedure established by the law.".
Article 3. In heading of Chapter 5 of the Law of the word "Gyumri and Vanadzor" shall be replaced with words "having the Council of Elders elected on pro rata electoral system".
Article 4. Articles 53, 73 and 76 Laws to recognize invalid.
Article 5. To state part 1 of article 56 of the Law in the following edition:
"1. The head of community is elected from structure of the Council of Elders. Procedures for elections of the Council of Elders and the head of community are established by the Constitutional law "The Electoral Code of the Republic of Armenia".".
Article 6. In the first paragraph of part 1 of article 74 of the Law of the word of "Gyumri (Vanadzor)" shall be replaced with words "(the name of the corresponding community is specified)".
Article 7. To add article 102 of the Law with part 5 of the following content:
"5. Provisions of articles 68 and 75 of this Law are not effective as regards communities which Council of Elders is created on pro rata electoral system, and the head of community is elected on majority electoral system and continues to remain in position.".
