About introduction of amendments to article 8 of the Law of Ukraine "About providing organization-legal conditions of social protection of the orphan children and children deprived of parent care" concerning strengthening of social protection of pupils, students (cadets) from among orphan children, children deprived of parent guardianship and some other persons

The Verkhovna Rada of Ukraine decides:

I. Parts the fourth and fifth article 8 of the Law of Ukraine "About providing organization-legal conditions of social protection of the orphan children and children deprived of parent care" (Sheets of the Verkhovna Rada of Ukraine, 2005, No. 6, Art. 147; 2006, No. 49, Art. 484; 2017, 2, 25) to state No. to the Art. in the following edition:

"The social grant, and to cadets of military educational institutions, educational institutions of the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, State Border Service of Ukraine, Public service of Ukraine on emergency situations, the central executive body which provides forming and realizes state policy in the field of transport, road economy, tourism and infrastructure, the Public criminal and executive service, Public service of special communication and information security of Ukraine, the central executive body realizing the state tax policy, state policy on administration of single fee on obligatory national social insurance, to lyceum students of military lyceums is paid to the orphan children and children deprived of parent guardianship, persons from their number which study except complete state providing lyceums of civil protection and lyceums with the strengthened military physical training from among specified persons - the official pay rate in the amount of at least 150 percent of the size of subsistence minimum for children of the corresponding age, and after achievement of 18 years by such children - in the amount of at least 150 percent of the size of subsistence minimum for able-bodied persons, and also is paid 100 interests of the salary added during inservice training and work practice. The social grant and official pay rate in the sizes provided in the first offer of this part are paid also to pupils, students (cadets) who during training aged from 18 up to 23 years were left without parents (whose parents died/are declared the dead, died or were missing). The payment procedure and the size of social grant, official pay rate affirms the Cabinet of Ministers of Ukraine.

The annual help for acquisition of educational literature in the amount of at least three monthly social grants, official pay rates which are appointed by it is paid to persons specified in part four of this Article which study before completion of training. Payment to the specified help is performed for 30 days after the beginning of academic year at the expense of the means provided for educational institutions in the relevant budgets".

II. Final provisions

1. This Law becomes effective from the date of, its publication following behind day, and becomes effective since January 1, 2021.

2. To the Cabinet of Ministers of Ukraine to take measures concerning reduction in compliance with this Law of subordinate regulatory legal acts, having provided entry into force along with enforcement of this Law, way:

ensuring adoption of the regulatory legal acts necessary for implementation of this Law;

reductions of the regulatory legal acts in compliance with this Law;

ensuring reduction of regulatory legal acts of the ministries and other central executive bodies in compliance with this Law.

3. To the Cabinet of Ministers of Ukraine to include information on accomplishment of this Law in the report on the course and results of accomplishment of the Program of activities of the Cabinet of Ministers of Ukraine for 2021.
