Changes which are made to the Order of the Ministry of Health of the Russian Federation of March 19, 2020 No. 198n "About temporary procedure for the organization of work of the medical organizations for the purpose of implementation of measures for prevention and decrease in risks of spread of new koronavirusny infection of COVID-19"

1. To add Item 1 of the order with the paragraph of the following content:

"The federal remote advisory center for questions of clinic, pathogeny and treatment of the heavy and complicated flu forms at adults and children based on federal state budgetary institution "Research institution of flu of name A.A. Smorodintseva" Ministries of Health of the Russian Federation.".

2. In appendix No. 1 to the order:

a) state Items 1 and 2 in the following edition:

"1. This Procedure determines rules of interaction of the Federal remote advisory center of anesthesiology resuscitation for adults concerning diagnostics and treatment of new koronavirusny infection of COVID-19 and pneumonia, the Federal remote advisory center of anesthesiology resuscitation for children concerning diagnostics and treatment of new koronavirusny infection of COVID-19 and pneumonia, the Federal remote advisory center of anesthesiology resuscitation for pregnant women concerning diagnostics and treatment of new koronavirusny infection of COVID-19 and pneumonia, the reserve Federal remote advisory center of anesthesiology resuscitation concerning diagnostics and treatment of new koronavirusny infection of COVID-19 and pneumonia (further - FDRKTs) with the Federal remote advisory center for questions of clinic, pathogeny and treatment of the heavy and complicated flu forms at adults and children and the remote advisory centers of anesthesiology resuscitation concerning diagnostics and treatment of new koronavirusny infection of COVID-19, of pneumonia and the heavy and complicated flu forms in subjects of the Russian Federation (further - the regional centers) in case of delivery of health care, including carrying out consultations using telemedicine technologies (further - Pipe Metallurgic Company) in case of new koronavirusny infection of COVID-19, pneumonia, the heavy and complicated flu forms.

The procedure is developed for the purpose of operational receipt of the regional centers of Pipe Metallurgic Company by specialists doctors concerning delivery of health care to patients with new koronavirusny infection of COVID-19, pneumonia, the heavy and complicated flu forms (further also - patients).";

3. In appendix No. 5 to the order:

a) to state subitem 1.2 of Item 1 in the following edition:

"1.2. Approve schemes of routing of patients with SARS of medium-weight or heavy current, the heavy and (or) complicated forms of flu and extra hospital pneumonia in the medical organizations performing medical care in stationary conditions (further - the medical organizations), determined for this contingent of patients with appointment of responsible persons, having excluded possibility of hospitalization of the specified patients in therapeutic, pulmonary departments and departments of anesthesiology and resuscitation of other medical organizations.";

b) to state subitem 1.6 of Item 1 in the following edition:

"1.6. Provide accomplishment of laboratory researches of biological material of patients from SARS of medium-weight or heavy current and (or) extra hospital pneumonia on availability of new koronavirusny infection of COVID-19 and flu in laboratories of the medical organizations no more than in 48 hours from the moment of receipt of test.

Provide transfer of results of laboratory researches of biological material on availability of new koronavirusny infection of COVID-19 and flu in the medical organizations which directed tests no later than 24 hours from the moment of their obtaining.";

c) to state subitem 2.3 of Item 2 in the following edition:

"2.3. Hospitalization of patients with SARS of medium-weight or heavy current (with the criteria specified in appendix No. 4 to the order), extra hospital pneumonia.";

d) add Item 2 with subitems 2.17 - 2.19 following contents:

"2.17. Hospitalization of patients with SARS of medium-weight and heavy current, extra hospital pneumonia before receipt of results of laboratory researches of biological material on availability of new koronavirusny infection of COVID-19, to boxes, the boxed chambers or, in case of their absence, in chambers with lock and bathroom.

2.18. With negative result of laboratory researches of biological material on availability of new koronavirusny infection of COVID-19 of patients from SARS of medium-weight or heavy current and extra hospital pneumonia to place in chambers on 2 - 4 places in case of observance of hygienic requirements to the area of chambers and the principle of contemporaneity (recurrence) of filling of chambers and taking into account weight of condition of patients.

In case of receipt of positive result of laboratory researches of biological material of the patient on availability of new koronavirusny infection of COVID-19 transfer in the medical organization performing the medical care in stationary conditions determined for patients with suspicion of disease of new koronavirusny infection of COVID-19.".
