About measures for cardinal enhancement of system of accounting of the earth and the state inventories

The earth is national richness, basis of life activity and welfare of the people of Uzbekistan, the major natural resource. Therefore ensuring rational and effective use of lands in the established purposes, protection of lands, full maintaining the Single system of the state inventories inseparably linked with the earth are the most important tasks of the state.

Large-scale transformations in the field of economy require conducting specific accounting and further enhancement of system of rational use of the earth and the related resources.

In particular, concentration in one body of tasks on allocation of the earth, conducting its accounting, placement of crops, implementation of land supervision, and also preparation of cadastral cases of the parcels of land, buildings and constructions (further - real estate) directly registering body generates conflict of interest in this sphere.

For the purpose of cardinal enhancement of system of accounting of the earth and the state inventories:

1. Transfer to the Ministry of Agriculture of task, function and power of the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory on conducting monitoring of farmlands and cultures, placement of crops, implementation of the state supervision of protection of farmlands, carrying out bonitation of soils, determination of normative cost of farmlands, increase in fertility of the soil, carrying out researches in the field of soil science and geobotany.

Determine that carrying out monitoring of lands nonagricultural appointment for the purpose of timely determination of changes of their structure, preventions and mitigations of consequences of negative processes is performed within the State monitoring of the surrounding environment in the Republic of Uzbekistan.

2. Form based on the State committee of the Republic of Uzbekistan on land resources, to geodesy, cartography and the state inventory the Agency according to the inventory under the State Tax Committee of the Republic of Uzbekistan (further - the Agency according to the inventory).
