About creation of system of media measurements

For the purpose of creation of system of media measurements *, conforming to the international standards, additional terms for market development of advertizing in television and broadcasting mass media:

* For the purposes of this Decree media measurements are understood as systematic collection, the analysis, storage and distribution of data on spectator and listener's preferences of audience of television and broadcasting mass media.

1. Determine that:

1.1. specially authorized state body in the field of media measurements is the Ministry of information (further - Mininform);

1.2. media measurements in the Republic of Belarus are carried out by the single national media measuring instrument (further - the media measuring instrument);

1.3. the media measuring instrument is determined by Mininform from among legal entities of the Republic of Belarus. Requirements to the media measuring instrument, procedure for its determination, the basis and procedure for the termination of powers of the media measuring instrument are established by Mininform;

1.4. media measurements are performed on the principles:

globality and continuity of the carried-out media measurements;

unities of the used methods of collection, the analysis, storage and distribution obtained as a result of media measurements of information and data;

ensuring completeness, the timeliness and reliability obtained as a result of media measurements of information and data;

inadmissibility of rendering managing by subjects and citizens of inappropriate influence on results of media measurements and the solution of the media measuring instrument;

1.5. media measuring instrument:

provides possibility of carrying out specialized audit by the international auditing organizations in the field of media measurements upon the demand of customers of media measurements and at their expense;

when carrying out media measurements provides fulfillment of requirements of regulatory legal acts in the field of technical and cryptographic information security;
