About measures for reforming of procedure for permanent registration and accounting for the place of stay

For the purpose of ensuring execution of the tasks determined in the President's letter of the Republic of Uzbekistan to Oliy Majlis of January 24, 2020 and the State program by strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of development of science, education and digital economy" and also strengthening of guarantees of providing the rights and freedoms of citizens of the Republic of Uzbekistan on free movement on the territory of the country:

1. In view of opinion of the general public to agree with offers of chambers of Oliy Majlis of the Republic of Uzbekistan, the Cabinet of Ministers and Ministry of Internal Affairs on phased transition from system of the permanent registration having allowing nature to system of registration of notifying nature, and also realization at the first stage of the following innovations:

to replacement of the concepts "permanent registration" and "accounting in the place of stay" with the concepts "registration in the place of permanent residence" and "registration in the place of temporary stay";

creation to citizens of possibility of registration in the place of permanent residence on living space which owners they are, relatives of the first and second degrees along with registration address in the place of the permanent residence;

to cancellation of condition of cohabitation of spouses within one year after marriage for registration in the place of permanent residence, and also regulation about loss of registration in the place of permanent residence in case of annulment of marriage within one year;

registration of persons taken on education in family (patronage) in the place of permanent residence of their adoptive parents;

free re-registration in the place of permanent residence in the city of Tashkent and the Tashkent region of the citizens who earlier had registration in the place of permanent residence respectively in the city of Tashkent and the Tashkent region in case of their return to permanent residence;
