About modification of the Regulations on federal state fire supervision

1. Approve the enclosed changes which are made to the Regulations on federal state fire supervision approved by the order of the Government of the Russian Federation of April 12, 2012 No. 290 "About federal state fire supervision" (The Russian Federation Code, 2012, No. 17, Art. 1964; 2016, No. 35, Art. 5326; 2017, No. 28, Art. 4149; 2018, No. 23, Art. 3284; No. 53, Art. 8666; 2019, No. 41, Art. 5730).

2. This resolution becomes effective since January 1, 2021.

Changes which are made to Regulations on federal state fire supervision

1. State Item 20 in the following edition:

"20. For the purpose of application when implementing federal state fire supervision risk - the oriented approach the production facilities used by citizens and the organizations which are subjects to protection are subject to reference to one of categories of risk.

Reference of subjects to protection to certain category of risk is performed concerning the buildings, constructions and rooms which are fire compartments and also outside installations based on procedure and criteria of reference of subjects to protection to certain category of risk according to appendix.".

1. In case of reference of subjects to protection to certain category of risk of damnification of life or health of citizens as a result of the fires data of single state system of the statistical recording of the fires and their effects, and also the data of the statistical reporting of Federal State Statistics Service are used.

2. Based on annual monitoring of the data containing in single state system of the statistical recording of the fires and their effects, and data of the statistical reporting of Federal State Statistics Service (further - annual monitoring) concerning persons under surveillance of buildings, constructions and rooms, and also outside installations (further - subjects to protection) are determined:

a) admissible risk of damnification of life or to health of citizens as a result of the fires on subjects to protection in general across the Russian Federation (further - admissible risk of negative effects of the fire);

b) the expected risk of damnification of life or to health of citizens as a result of the fires on group of subjects to protection, homogeneous by types of economic activity and classes of functional fire risk (further - the expected risk of negative effects of the fires on group of subjects to protection).

3. The admissible risk of negative effects of the fires (Qsdop) is determined by formula:

Ddop - the size of individual fire exposure hazard of critical values of dangerous factors of the fire per capita on subject to protection. According to article 79 of the Federal law "The Technical Regulation about Requirements of Fire Safety" is accepted equal to one million in year;

Nnas - the number of resident population of the Russian Federation during annual monitoring;

Nob - total quantity of subjects to protection in the Russian Federation during annual monitoring;

NG - total quantity of the died people in case of the fires on subjects to protection in the Russian Federation during annual monitoring;

NT - total quantity of the injured people in case of the fires on subjects to protection in the Russian Federation during annual monitoring.

4. The expected risk of negative effects of the fires on group of subjects to protection within year (QC) is determined by formula:

P - probability of emergence of the fires during annual monitoring on group of subjects to protection, homogeneous by types of economic activity and classes of functional fire risk;

UC - social damage on group of subjects to protection, homogeneous by types of economic activity and classes of functional fire risk, arisen during annual monitoring.

5. The probability of emergence of the fires during annual monitoring on group of subjects to protection, homogeneous by types of economic activity and classes of functional fire risk (P), is determined by formula:

MT - the number of fires, occurred on subjects to protection in the corresponding group during annual monitoring;

Моб - quantity of subjects to protection in the corresponding group during annual monitoring;

T - the period of carrying out annual monitoring equal to one year.

6. The social damage on group of subjects to protection, homogeneous by types of economic activity and classes of functional fire risk, arisen during annual monitoring (UC), is determined by formula:

MG - the number of the people who died in case of the fires on subjects to protection, homogeneous by types economic activity and to classes of functional fire risk during annual monitoring;

MT - the number of the people injured in case of the fires on subjects to protection, homogeneous by types economic activity and to classes of functional fire risk during annual monitoring.

7. Criterion of reference of subject to protection to certain category of risk is the level of exceeding of size of the expected risk of negative effects of the fires for the corresponding group of subjects to protection over the size of admissible risk of negative effects of the fire.

For determination of level of exceeding of size of the expected risk of negative effects of the fires for the corresponding group of subjects to protection over the size of admissible risk of negative effects of the fire the indicator of weight of potential negative effects of the fires for the considered subjects to protection, homogeneous by the form to economic activity and classes of functional fire risk is determined.

Indicator of weight of potential negative effects of the fires (Kg.T.) it is determined by formula:
