About ensuring calculations with budgets

For the purpose of ensuring timeliness of calculations of legal entities with republican and local budgets, the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus (further - the budget of fund):

1. Determine that:

1.1. charge and payment of the awards provided by local legal acts, employment contracts, bonuses, remunerations for execution of labor obligations to the head and the chief accountant (their deputies) of the legal entity (its separate division) is not made:

for calendar days in which debt on payments in republican and (or) local budgets, the budget of fund * was had;

in months in which overdue debt on payments in republican and (or) local budgets, the budget of fund ** is allowed;

* For the purposes of this Decree in republican and (or) local budgets, the budget of fund are understood as debt on payments:

the amount of the taxes which are not paid in time, charges (duties), penalties, penalty fee, non-tax and other obligatory payments which are subject to payment in the specified budgets according to the legislation including payments on account of debt repayment on budget advances, budget loans, obligations to the budget for the contracts of assignment of the requirement signed with banks, on the performed guarantees of the Government of the Republic of Belarus, local executive and administrative organs, the added percent and penalty fee on them;

the obligations which arose in case of non-execution by users of the external state loans and external loans guaranteed by the Government of the Republic of Belarus, the obligations on execution of payments on repayment and servicing of such loans.

** For the purposes of this Decree overdue debt on payments in republican and (or) local budgets, the budget of fund is understood as the debt formed as a result of failure to provide of payment of the corresponding payments since the 1st following after month of emergence of debt on payments in republican and (or) local budgets, the budget of fund.
