At the same time local executive bodies of area can be issuers only of the government securities issued by local executive bodies of areas for the address in the domestic market for financing of construction of housing within implementation of the state and government programs, and also other securities issued for financing in accordance with the established procedure of separate actions for assistance of employment, determined during action of emergency state;".
2. This resolution becomes effective after ten calendar days after day of its first official publication.
