About introduction of amendments to the Federal law "About Safety"

Bring in the Federal Law of December 28, 2010 No. 390-FZ "About safety" (The Russian Federation Code, 2011, No. 1, Art. 2; 2020, No. 6, Art. 585) following changes:

1) in Article 7:

a) to state Item 1 of part 2 in the following edition:

"1) protection of sovereignty of the Russian Federation, its independence and state integrity, prevention of internal and external threats, suppression of the actions directed to alienation of part of the territory of the Russian Federation, and also appeals to such actions;";

b) add with part 3 following of content:

"3. The decisions of interstate bodies made based on provisions of international treaties of the Russian Federation in their interpretation contradicting the Constitution of the Russian Federation are not subject to execution in the Russian Federation.";

2) part 1 of Article 9 to add with Item 3 following of content:

"3) holds consultations on the candidacies proposed by the President of the Russian Federation to position of heads of the federal executive bodies (including federal ministers) knowing questions of defense, safety of the state, internal affairs, justices, foreign affairs, prevention of emergency situations and natural disaster response, public safety.";

Part 1 of Article 13 to state 3) in the following edition:

"1. The Security Council is the constitutional advisory body performing assistance to the head of state in realization of its powers concerning ensuring national interests and safety of the personality, society and the state, and also maintenance of civil peace and harmony in the country, protection of sovereignty of the Russian Federation, its independence and the state integrity, prevention of internal and external threats.";
