About introduction of amendments to the Law of Ukraine "About antimine activities in Ukraine"

The Verkhovna Rada of Ukraine decides:

I. Bring in the Law of Ukraine "About antimine activities in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 2019, No. 6, the Art. 39, No. 22, the Art. 82) the following changes:

1. In Article 1 part one:

state Item 1 in the following edition:

"1) explosive objects - explosive materials of industrial function and self-made production, the ammunition containing explosives and also biological and chemicals: bombs and warheads; the managed and ballistic missiles; artillery, mortar, rocket ammunitions and ammunition to small arms; all mines, torpedoes and depth charges, pyrotechnic products of military and special purpose; cluster bombs and cartridges; electric destructive devices; improvised explosive devices and other objects which are explosive by the nature";

add with Item 1-1 of the following content:

"1-1) propaganda and educational work about non-use of antipersonnel mines - the actions in the field of antimine activities directed to appeal to prohibition of use of antipersonnel mines and change of public opinion concerning the principles of humanity";

state Item 3 in the following edition:

"3) mine clearing (humanitarian mine clearing) - complex of events which are held by operators of antimine activities for the purpose of liquidation of the dangers connected with explosive objects, including nontechnical and technical inspection of the territories, creation of cards, detection, neutralization and (or) destruction of explosive objects, marking, preparation of documentation after mine clearing, provision to communities of information on antimine activities and transfer to the cleared territory.

Specialists in mine clearing of operators of antimine activities are involved in conducting mine clearing (humanitarian mine clearing)";

exclude item 4;

add with Item 4-1 of the following content:

"4-1) quality assurance of mine clearing - element of quality management process of mine clearing on provision of confidence that quality requirements will be observed";
