b) add subitem 1 with the words "at the level answering the purpose of receipt of permission to temporary residence or the residence permit, the work permit or the patent specified in article 13.3 of this Federal Law";

"2. The certificate specified in the subitem 1 of Item 1 of this Article is issued in the territory of the Russian Federation or beyond its limits by the organizations performing educational activities, included in the list of the organizations which are performing educational activities, holding examination in Russian as foreign, to history of Russia and bases of the legislation of the Russian Federation (further - the list of the organizations) approved by the authorized Government of the Russian Federation federal executive body to the foreign citizens who passed the specified examination.
The list of the organizations is posted on the official site of the representative by the Government of the Russian Federation of federal executive body on the information and telecommunication Internet.
