About introduction of amendments to article 60 of the Law of Ukraine "About local self-government in Ukraine" concerning ensuring compliance with guarantees of local self-government and protection of its economic bases

The Verkhovna Rada of Ukraine decides:

I. Bring in article 60 of the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, the Art. 170) the following changes:

"Determination of the location of the utility company, organization, the organization which is in management of the relevant regional, regional council which is specified in the Unified State Register of Legal Entities of physical persons entrepreneurs and public forming in case of state registration of the specified utility company, organization, the organization as legal entity or state registration of changes in the information about such legal entity is performed according to Article 93 of the Civil code of Ukraine".

2. The seventh to state part in the following edition:

"7. Property transactions which are performed by local government bodies with objects of the right of utility property shall not weaken economic bases of local self-government, reduce amounts of the income of local budgets, reduce amount and worsen conditions of provision of services to the population".

II. Final provisions

1. This Law becomes effective from the date of, its publication following behind day.

2. To regional and regional councils within three months from the date of entry into force of this Law:

1) to bring the decisions concerning determination of the location of the utility companies, organizations, the organizations which are in their management into compliance with this Law;
