Article 1

Item 14 of Article 2 to add 1) with the paragraph of the following content:

"In cases, the stipulated in Article 3.1 presents of the Federal Law, types of the permitted use of the parcels of land and extreme parameters of the permitted construction, reconstruction of capital construction projects are established by rules of land use and building.";

To add 2) with Article 3.1 of the following content:

"Article 3.1. Features of regulation of the land and town-planning relations in settlements as a part of especially protected natural territories

1. Settlements can be included in structure of especially protected natural territories without withdrawal of the parcels of land located in their territories and other real estate at owners (except for the national natural parks) if it does not contradict the mode of special protection of the corresponding category of especially protected natural territories. In case of zoning of especially protected natural territory settlements are included functional zones which mode allows implementation of economic activity.
