1. This Federal Law determines procedure for creation, legal status, the purposes of activities, function, power and procedure for management of activities of the public company "The Single Customer in the field of Construction" for the purpose of accomplishment of engineering researches, architectural and construction designing, construction, reconstruction (including with work by preserving objects of cultural heritage (historical and cultural monuments) the people of the Russian Federation), capital repairs, demolition (further - construction) the capital construction projects determined according to this Federal Law.
2. This Federal Law does not extend to the legal relationship connected with implementation of capital investments in the objects of transport infrastructure, objects used for the purpose of ensuring law-enforcement activities, foreign policy activities, the subjects to defense of the country and safety of the state including included in the state defense order, objects, issue of construction licenses and permissions to which commissioning is performed by State Atomic Energy Corporation "Rosatom" and the State corporation on space activities Roskosmos, and also on the legal relationship connected with implementation of actions on provision of housing for the military personnel and other categories of persons, data on which are the state secret, on the bases established by the legislation of the Russian Federation.
