"Article 3.3

1. The owner of the information resource on the Internet intended and (or) used by citizens of the Russian Federation and the Russian legal entities (including on behalf of the registered mass media) for distribution of information in state language of the Russian Federation, state languages of republics within the Russian Federation, other languages of the people of the Russian Federation (further - the owner of resource in Internet network), can be acknowledged involved in violations of fundamental human rights and freedoms, rights and freedoms of the citizens of the Russian Federation guaranteeing including freedom of mass information, in case of restriction by the owner of resource in Internet network of distribution by users of Internet network of socially significant information in the territory of the Russian Federation (including messages and (or) materials of the registered mass media) on nationality signs, language, origin, property and official capacity, profession, the residence and work, the relation to religion and (or) in connection with introduction by foreign states of political or economic sanctions concerning the Russian Federation, citizens of the Russian Federation or the Russian legal entities or establishment by the owner of resource in Internet network of other restrictions violating the right of citizens of the Russian Federation freely to look for, receive, transfer, to make and distribute information by any legal method.

2. The decision on recognition of the owner of resource in Internet network involved in violations of fundamental human rights and freedoms, rights and freedoms of the citizens of the Russian Federation guaranteeing including freedom of mass information, is accepted by the Prosecutor General of the Russian Federation or his deputies in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the international relations of the Russian Federation. The specified decision without delay goes to the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication.

3. Recognition of the owner of resource in Internet network involved in violations of fundamental human rights and freedoms, rights and freedoms of the citizens of the Russian Federation guaranteeing including freedom of mass information, attracts acceptance of stipulated by the legislation measures of the Russian Federation to information resource in Internet network.

During the day from the moment of receipt of the decision specified in part 2 of this Article, the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication enters information on the owner of resource in Internet network in the list of owners of resources in Internet network, fundamental human rights and freedoms, the rights and freedoms of the citizens of the Russian Federation, involved in violations, guaranteeing including freedom of mass information. The list of owners of resources in Internet network, fundamental human rights and freedoms, the rights and freedoms of the citizens of the Russian Federation, involved in violations, guaranteeing including freedom of mass information, is posted on the Internet on the official site of the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication.

After entering of information on the owner of resource into Internet networks into the list of owners of the resources into Internet networks involved in violations of fundamental human rights and freedoms, rights and freedoms of the citizens of the Russian Federation guaranteeing including freedom of mass information, the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication sends to the owner of resource to Internet networks the warning of need of the termination of the violation which formed the basis for decision, specified to look for, receive, transfer, to make and distribute information in part 2 of this article, and about elimination of restriction of distribution of the socially significant information specified regarding 1 this Article and (or) other restrictions violating the right of citizens of the Russian Federation freely by any legal method.

6. If the owner of resource in Internet network did not eliminate restriction of distribution of the socially significant information specified regarding 1 this Article and (or) other restrictions violating the right of citizens of the Russian Federation freely to look for, receive, transfer, to make and distribute information by any legal method, the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication limits fully or partially access to the appropriate information resource to Internet networks with use of the technical means of counteraction to threats provided to installation and operation by paragraphs by the first and second Item 5.1 of article 46 of the Federal Law of July 7, 2003 No. 126-FZ "About communication".

7. If the owner of resource in Internet network eliminated restriction of distribution of the socially significant information specified regarding 1 this Article and (or) other restrictions violating the right of citizens of the Russian Federation freely to look for, receive, transfer, to make and distribute information by any legal method, the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication informs on it the Prosecutor General of the Russian Federation or his deputies.

8. Based on information which arrived from the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication, the Prosecutor General of the Russian Federation or his deputies in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the international relations of the Russian Federation cancel the decision on recognition of the owner of resource in Internet network involved in violations of fundamental human rights and freedoms, rights and freedoms of the citizens of the Russian Federation guaranteeing including freedom of mass information, or refuse its cancellation.

9. In case of cancellation of the decision on recognition of the owner of resource in Internet network involved in violations of fundamental human rights and freedoms, rights and freedoms of the citizens of the Russian Federation guaranteeing including freedom of mass information, the Prosecutor General of the Russian Federation or his deputies send to the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication, the adequate notice.

10. During the day from the moment of receipt of the notification specified in part 9 of this Article, the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication excludes information on the owner of resource in Internet network from the list of owners of resources in Internet network, fundamental human rights and freedoms, the rights and freedoms of the citizens of the Russian Federation, involved in violations, guaranteeing including freedom of mass information, and stops application to information resource in Internet network of stipulated by the legislation measures of the Russian Federation.

11. Procedure for maintaining the list of owners of resources in Internet network, fundamental human rights and freedoms, the rights and freedoms of the citizens of the Russian Federation, involved in violations, guaranteeing including freedom of mass information, entering into it and exception from it of information on owners of resources in Internet networks, structure of information on them containing in the list are determined by the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication.";

Article 6 to state 2) in the following edition:

"Article 6

1. Operation of this Federal Law (except for articles 2.1 and 3.3 of this Federal Law) and the subitem 7 parts one of article 27 of the Federal Law of August 15, 1996 No. 114-FZ "About procedure for departure from the Russian Federation and entry into the Russian Federation" (in edition of this Federal Law) extends to citizens of the states which made the decision on prohibition of entrance of citizens of the Russian Federation in the territory of these states and on arrest of assets of citizens of the Russian Federation for motive of participation of citizens of the Russian Federation in human rights violations in the Russian Federation.

2. Operation of article 2.1 of this Federal Law extends to persons whose activities fall under the signs specified regarding 1 article 2.1 of this Federal Law.

3. Operation of article 3.3 of this Federal Law extends to persons whose activities fall under the signs specified regarding 1 article 3.3 of this Federal Law.".
