The report on use of the woods is created by the citizens, legal entities performing use of the woods for wood procurement with use of federal state information system of forest complex according to part 4 of Article 93.5 of this Code.";

"Article 50.1. Accounting of wood and products of its conversion

1. According to this Code wood and products of its conversion which list is determined by the Government of the Russian Federation according to the All-Russian Product Classifier by types of economic activity, the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further - wood accounting) are subject to accounting.

2. Accounting of wood is performed in the relation:

1) the wood received when using the woods and when implementing actions for their preserving;

2) the transported wood and products of its conversion;

3) the wood placed in places (Items) of warehousing of wood;

4) the wood which arrived for conversion;

5) wood conversion products;

6) wood and products of its conversion which is subject of transactions with wood.

3. For the purpose of wood accounting scoping, specific (pedigree) and assortment composition of wood (further - characteristics of wood) is performed:

1) the persons using the woods or performing actions for preserving the woods - concerning the wood received when using the woods and when implementing actions for their preserving before export it from the wood;

2) the public authorities, local government bodies authorized according to Articles 81 - 84 of this Code on the conclusion of purchase and sale agreements of forest plantings for own needs of citizens, - concerning the wood prepared by citizens for own needs;

3) owners of wood or persons authorized by them, other persons provided by part 5 of Article 50.4 of this Code - concerning the transported wood;

4) persons owning on the property right or other legal cause by places (Items) of warehousing of wood, objects of wood-processing infrastructure - concerning wood, products of its conversion specified in Items 3 - 5 parts 2 of this Article;

5) the parties of the transaction - concerning the wood which is subject of the transaction.

4. Accounting of wood is performed by the authorized federal executive body by entering into the state forest register of the data provided by this Code.

5. Data on characteristics of wood are entered in the state forest register by means of forming by persons specified in Items 1, 3 - 5 parts 3 of this Article according to the report on use of the woods, the report about imported on warehouse and exported from the warehouse to wood provided by part 3 of Article 50.4-2 of this Code of the report on wood and products from it, the electronic accompanying document according to part 4 of Article 93.5 of this Code, execution of transactions with wood with use of the state forest register. Data on characteristics of the wood prepared by citizens for own needs are entered in the state forest register by the public authorities, local government bodies authorized according to Articles 81 - 84 of this Code on the conclusion of purchase and sale agreements of forest plantings for own needs of citizens.

6. The procedure for determination of characteristics of wood and accounting of wood is established by the Government of the Russian Federation taking into account provisions of national, interstate and international standards.";
