Approve the enclosed changes which are made to acts of the Government of the Russian Federation regarding settlement of transfer of the metering devices of electrical energy established by the builder to the guaranteeing suppliers.

Changes which are made to acts of the Government of the Russian Federation regarding settlement of transfer of the metering devices of electrical energy established by the builder to the guaranteeing suppliers

1. In Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons, to power networks, approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (Russian Federation Code, 2004, No. 52, Art. 5525; No. 20, Art. 2927; 2020, No. 17, Art. 2795):

a) paragraph one of Item 25 (to state 5) in the following edition:

"25(5). In case of accomplishment by agreement parties of the actions for technological accession provided by the agreement, actions for ensuring accounting of electrical energy (capacity), except for ensuring accounting concerning the apartment house are subject to execution by the network organization.";

b) add Item 87 with the paragraph of the following content:

"If specifications according to these rules contain requirements for collective (all-house) metering devices of electrical energy and other equipment which is used for the organization of collective (all-house) commercial accounting of electrical energy (capacity) in apartment houses, the network organization within 3 days from the date of obtaining from the applicant of the notification on accomplishment of specifications sends to the guaranteeing supplier in whose zone of activities is located (will be located) the apartment house, the copy of such notification and copy of the documents attached to it.";

c) add Item 94 with the paragraph of the following content:

"If specifications according to these rules contain requirements for collective (all-house) metering devices of electrical energy and other equipment which is used for the organization of collective (all-house) commercial accounting of electrical energy (capacity) in apartment houses, the network organization within 3 days from the date of obtaining from the applicant of the notification on accomplishment of specifications sends to the guaranteeing supplier in whose zone of activities is located (will be located) the apartment house, the copy of such notification and copy of the documents attached to it.";

d) the paragraph one of Item 108 to declare invalid;

e) in Item 109:

the paragraph one to declare invalid;

to add paragraph two after words of "metering devices" with words ", except for collective (all-house) metering devices of electrical energy,";

e) appendix No. 16 to the specified Rules to add with the paragraph of the following content:

b) Item 27 (to add 1) with subitems "y" and "f" of the following content:

"s) requirements to metering devices of electrical energy, measuring transformers, other equipment which is specified in Basic provisions of functioning of the retail markets of electrical energy approved by the order of the Government of the Russian Federation of May 4, 2012 No. 442 "About functioning of the retail markets of electrical energy, complete and (or) partial restriction of the mode of consumption of electrical energy" it is used for commercial accounting of electrical energy (capacity) and provides possibility of connection of metering devices of electrical energy to intellectual system of accounting of electrical energy (capacity) of the guaranteeing supplier, and to the method of connection of metering devices of electrical energy to intellectual system of accounting of electrical energy (capacity) of the guaranteeing supplier for data transmission from such devices providing possibility of the organization of intellectual system of accounting of electrical energy (capacity) according to the legislation on power industry;

t) requirements about installation of individual and general (room) metering devices of electrical energy in apartment houses on limit of the Section of intra house power networks and intra room power networks out of premises and providing with protection against unauthorized intervention in operation of metering devices (the specified requirements are applied in case of construction, reconstruction or capital repairs of the apartment house in which the specified requirement is not performed, but there is the corresponding technical capability).".
