About change of the resolution of Council of Ministers of the Republic of Belarus of March 12, 2020 No. 143
Council of Ministers of the Republic of Belarus DECIDES:
1. Bring in the resolution of Council of Ministers of the Republic of Belarus of March 12, 2020 No. 143 "About the State program "Management of public finances and regulation of the financial market" for 2020 and for the period till 2025" the following changes:
from subitem 2.2 of Item 2 of the word "Administration of the President of the Republic of Belarus", "Ministry of Architecture", "The ministry of information,", "Ministry of Defence", "Industry ministry", "The Belarusian state concern of the food industry Belgospishcheprom, the Belarusian state concern on production and sales of goods of light industry, the Belarusian production and trade concern forest, woodworking and pulp and paper industry, the Belarusian republican union of consumer societies," to exclude;
in the State program "Management of public finances and regulation of the financial market" for 2020 and for the period till 2025, approved by this resolution:
in Chapter 2:
from paragraph two of the word "Administration of the President of the Republic of Belarus", "Ministry of Architecture", "Industry ministry", "Ministry of Transport and Communications", "Department of Energy", "The Belarusian state concern of the food industry Belgospishcheprom, the Belarusian state concern on production and sales of goods of light industry, the Belarusian production and trade concern forest, woodworking and pulp and paper industry, the Belarusian republican union of consumer societies," to exclude;
from the paragraph of the ninth word "Ministry of Information", "Ministry of Defence" to exclude;
in Chapter 3:
to exclude parts two of the word "and interstate educations" from the paragraph of the thirty fourth;
add Chapter with parts of the following content:
"The organizational and technical measures necessary for implementation of the State program are provided in appendix 21.
Data on comparability of summary target indicators, target indicators of the State program to indicators of goal achievement of sustainable development are provided in appendix 4.";
in Chapter 4:
after part of the seventy fifth to add Chapter with part of the following content:
"During the term of implementation of the State program number of national accounting standards and the reporting according to the stages of enhancement of national system of financial accounting and the reporting of the sector of public administration determined by the concept of reforming of national system of financial accounting and the reporting of the sector of public administration approved by the resolution of Council of Ministers of the Republic of Belarus of February 9, 2019 No. 82 will be developed.";

in 2020 at the expense of means of the republican budget - 4 782 188 840 rubles (expenses) and 5 977 282 992 rubles (deficit financing sources (the direction of use of surplus) of the budget), local budgets - 301 898 733 rubles (expenses) and 1 174 839 863 rubles (deficit financing sources (the direction of use of surplus) of the budget);
in 2021 at the expense of means of the republican budget - 5 574 945 884 rubles (expenses) and 5 456 339 330 rubles (deficit financing sources (the direction of use of surplus) of the budget), local budgets - 326 541 026 rubles (expenses) and 706 607 725 rubles (deficit financing sources (the direction of use of surplus) of the budget);
in 2022 at the expense of means of the republican budget - 5 685 657 889 rubles (expenses) and 6 632 806 571 rubles (deficit financing sources (the direction of use of surplus) of the budget), local budgets - 308 407 208 rubles (expenses) and 559 670 903 rubles (deficit financing sources (the direction of use of surplus) of the budget);
in 2023 at the expense of means of the republican budget - 5 799 351 675 rubles (expenses) and 7 612 794 885 rubles (deficit financing sources (the direction of use of surplus) of the budget), local budgets - 292 601 308 rubles (expenses) and 502 856 842 rubles (deficit financing sources (the direction of use of surplus) of the budget);
in 2024 at the expense of means of the republican budget - 6 000 521 648 rubles (expenses) and 7 696 310 554 rubles (deficit financing sources (the direction of use of surplus) of the budget), local budgets - 283 318 002 rubles (expenses) and 370 367 602 rubles (deficit financing sources (the direction of use of surplus) of the budget;
in 2025 at the expense of means of the republican budget - 6 211 775 906 rubles (expenses) and 7 344 057 587 rubles (deficit financing sources (the direction of use of surplus) of the budget), local budgets - 278 389 472 rubles (expenses) and 321 344 783 rubles (deficit financing sources (the direction of use of surplus) of the budget.
Assignment for implementation of the subprogramme 4 "Effective functioning of the security market", subprogrammes 5 "Development of insurance activity" and subprogrammes 6 "Regulation of financial accounting, the reporting and audit in the corporate sector" is not provided.
Financial provision of the State program is given in appendix 3.
The amounts of financing provided on accomplishment of the State program are subject to refining in case of change of the macroeconomic indicators applied in calculations.";
in Chapter 13 part two:
in paragraph six the word of CIS shall be replaced with words "Commonwealths of Independent States";
the thirty fifth - the thirty ninth to exclude paragraphs;
add part with the paragraph of the following content:
"the risks of epidemiological nature exerting impact on economic situation and the financial markets.";
in Chapter 14:
after part two to add Chapter with part of the following content:
"The analysis of extent of achievement of summary target and target indicators of the State program, accomplishment of its actions is performed by quarterly accruing result. The procedure for preparation of the intermediate (quarter) reporting on results of implementation of the State program is determined by the responsible customer.";
in part three of the word "it will be performed" to replace with the word "is performed";
add Chapter with parts of the following content:
"Efficiency of implementation of the State program can be acknowledged high if planned value of the target indicators established on regions is executed by all regions.
When evaluating efficiency of implementation of the State program for row of years the analysis of accomplishment of its summary target and target indicators is performed by the accruing result since the beginning of implementation of the State program.";
to be reworded as follows appendices 1-3 to this State program (are applied);
add the State program with appendices 2-1 and 4 (are applied).
