At the same time number of system problems in increase in livestock, face, conversion of skin and wool of the small horned breeding cattle, creation of the companies for production of semifinished products, meat-and-milk and finished goods, in implementation in karakul breeding of experience and innovative technologies of the developed foreign states, and also construction new and upgrades of the operating water constructions on the pastures which are not provided with water remains.

Along with it the condition of works on increase in productivity of the operating pastures, to expansion of the seed-growing areas, further enhancement of breeding case, production of export-oriented skins of astrakhan fur and broadtail in this sphere does not meet the requirements of today.

In view of the above and for the purpose of the state support of the sphere of karakul breeding, effective use of pastures, application of tax benefits when using pastures, implementations of procedure for allocation of subsidies for establishing seed-growing case and enhancement of breeding case, and also further strengthening of scientific potential of karakul breeding:
