About implementation of construction activities

For the purpose of creation of conditions for development of material and technical resources of the organizations performing construction activities I decide:

1. Grant the right to contractors to use no more than 50 percent of the means reserved for ensuring elimination of result of construction, special, installation works of the inadequate quality revealed in the period of warranty period of operation of construction object, and being on the date of entry into force of this Decree on the special account, on replenishment of own current assets.

2. Determine that acceptance for operation of objects of the fifth class of complexity * on which the state construction supervision is not exercised, it is made without the positive conclusions of state bodies (their structural divisions), other state organizations about compliance of the object accepted in operation, the project documentation, safety requirements and operational reliability.

* Except for the objects included in the State list of historical and cultural values of the Republic of Belarus, and also objects on which the preproject (pre-investment) and project documentation is subject to the state environmental assessment.

3. Bring in the Presidential decree of the Republic of Belarus of January 14, 2014 No. 26 "About measures for enhancement of construction activities" the following changes:

in Item 1:

in subitem 1.5:

to exclude from part one of the word "in part four of this subitem or other";

the fourth to exclude part;

state subitem 1.9 in the following edition:

"1.9. allocation in the construction project of stages of works with performance of works on asset construction at the current stage along with accomplishment of project works on the subsequent stages in the presence of the architectural project (concurrent engineering and construction) approved in accordance with the established procedure is allowed in the cases and procedure established by Council of Ministers of the Republic of Belarus;";

in subitem 1.14:
