About measures for the effective organization of digitalization in the field of health care

For the purpose of digitalization of health sector and implementation of single complex of information systems, reducing excessive procedures in management process, improvement of quality of rendering services to the population, ensuring overall performance of health workers, and also the full-fledged program implementation of digital transformation accepted in this direction:

1. Approve the offer of the Ministry of Health on creation in case of establishment of the Ministry of Health of limited liability company "IT Med" (further - IT Med ") based on the state unitary enterprise "Centre razvitiya informatsionno-kommunikatsionnykh tekhnology" LLC.

Determine that LLC is legal successor by the rights, obligations and agreements, including international treaties, SUE Center of Development of Information and Communication Technologies.

2. Assign to LLC the following additional tasks on:

optimizations, rationalization, standardization and automation of processes in health care system and the organizations;

to development of technical and economic parameters, concepts, and also other project and preproject documentation of the projects realized in the field of health care, for development of information systems and financed by means of international financial institutions;

to implementation of policy and standards of information technologies and communications in the field of medicine and pharmaceutics;

to implementation and maintenance of single complex of the information systems "Electronic Health Care", and also ensuring their integration with information systems of other state bodies;

to development of business processes and IT reengineering in health care system and to implementation in practice of the international experience in this direction;

to attracting investors, business partners and services of outsourcing for accomplishment of objectives;
