For years of independence in the country effective measures on protection of the population and the territory against emergency situations of natural and technogenic nature are realized, the complex system of counteraction to the fires is created, the material and technical resources in this directions, including by development of production of domestic types of the fire and rescue machinery and equipment step by step become stronger.

At the same time, results of studying of efficiency of the operating system of ensuring fire safety, preventions and liquidations of emergency situations taking into account the best foreign practices testify to availability of the following factors which are negatively influencing safe life activity of citizens:

the first - separate functioning of systems of ensuring fire safety and emergency response, interdepartmental duplication of separate functions and tasks in this directions;

the second - low mobility, insufficiency of forces and means, and also small efficiency of mechanisms of interaction of territorial subdivisions on extraordinary situations of service of fire safety of law-enforcement bodies;

third - incomplete scope of the territories of the cities and areas of the republic opportunities of forces and fire safety devices, the insufficient level of the taken measures for early prevention and the prevention of the fires;

the fourth - not co-ordination of single effective system of continuous round-the-clock monitoring, operational management and timely mutual response to possible emergency situations and fires;

the fifth - absence in system of the prevention and liquidation of the emergency situations of basic highest educational institution and special research center providing scientific maintenance of this sphere.
