Chapter 1. General provisions

1. The instruction for financial accounting in banks of the Republic of Belarus of transactions with securities (further - the Instruction) is developed based on article 26 of the Bank code of the Republic of Belarus, the resolution of Board of National Bank of the Republic of Belarus of December 27, 2001 No. 329 "About authority delegation to the Board of directors of National Bank of the Republic of Belarus" and the National accounting standard 39 "Financial instruments: recognition and assessment" (NSFO 39) for banks approved by the resolution of the Board of directors of National Bank of the Republic of Belarus of December 29, 2005 No. 422 (further - NSFO 39).

2. This Instruction establishes for banks and the non-bank credit and financial organizations of the Republic of Belarus (further - banks) procedure for reflection in financial accounting of the transactions performed by them with the securities (except checks, bank savings books to bearer, bills of lading) issued by residents and nonresidents of the Republic of Belarus, and transactions with own debt obligations according to issued securities.

3. For the purposes of this Instruction the following terms and their determinations are used:

3.1. acquisition of securities - reflection of securities on accounts of financial accounting in connection with acquisition of right of the property right to them;

3.2. disposal of securities - write-off of securities from accounts of financial accounting in connection with the termination of the property right to them, repayment of security or impossibility of implementation, assignment of rights certified by security, and also its movement of accounts of other group or of accounts on accounting of the securities which are not paid in time;

3.3. book value of securities - original cost of acquisition of securities less cumulative interest income, and also the cost which developed as a result of revaluation;

3.4. fair value - the amount for which it is possible to make exchange of assets or to execute calculation for the obligation between informed, wishing to make such transaction, the parties independent from each other;
