About measures for creation of conditions for development in the republic of greenhouse facility
For the purpose of republic population requirements satisfaction in vegetable products and further building-up of capacities of greenhouse facility I decide:
1. Suggest Belagroprombank open joint stock company to issue in 2006 to the agricultural and other organizations performing activities for production of agricultural products (further - the organizations), according to appendix credits to the amount 135, 9 billion rubles on construction of energy saving winter greenhouses, and also on acquisition of designs and processing equipment for them under the refunding rate of National Bank increased no more than by 3 percent points of margin from repayment period to January 1, 2012 equal shares monthly, since January 1, 2008.
Percent on such credits are paid in the amount of 2/3 refunding rates of National Bank from means of the republican budget, and payment of half of this part of percent is performed from means of republican fund of support of producers of agricultural products, food and agrarian science. The guarantee of the Government of the Republic of Belarus on the credits issued according to part one of this Item is provided without overdue debt on payments in the budget, the state trust budget funds, and also accomplishment of the obligations by the organizations for the credits which are earlier issued under guarantee of the Government of the Republic of Belarus.
2. Exempt from taxation by customs duties of design and processing equipment, the Republic of Belarus imported on customs area for construction of energy saving winter greenhouses in the organizations according to appendix and Minsk Vegetable Factory municipal agricultural unitary enterprise, according to the list determined by the President of the Republic of Belarus.
When using these designs and the equipment not to destination customs duties are collected according to the legislation.
