Art. I. - The law on organization of some measures for emergency state in the field of public health and modification of some regulations No. 69/2020 (2020, Art. No. 124-125, 222), with subsequent changes, to add the official monitor of the Republic of Moldova with the article XX-1 of the following content:

"Art. XX-1. - In case of public procurements of vaccines against COVID-19, initiated till December 31, 2021 it is allowed:

a) establishment of the period between date of publication in the Bulletin of public procurements of the announcement on participation and limiting date of submission of offers at least 10 days for the procedure of open tenderings or limited biddings;

b) the organization and implementation of process of communication with economic operators, including submission of offers and provision of explanations, by means of AIS "State Register of Public Procurements" or - in case of lack of functionality in AIS "State Register of Public Procurements" - on paper, and within the procedure of negotiations without preliminary publication of the announcement on participation - by e-mail;

c) in urgent cases - award of agreements on public procurements of vaccines against COVID-19 with use according to Item b) parts (1) article 56 of the Law on public procurements No. 131/2015 of the procedure of negotiations without preliminary publication of the announcement on participation;

d) advance payment on purchases of vaccines against COVID-19.".

Art. II. - This law becomes effective from the date of publication in the Official monitor of the Republic of Moldova.
