a) to state the subitem "b" of Item 6 in the following edition:

"b) the participant of the State program - the compatriot who reached age of 18 years, having capacity to act, conforming to the requirements established by the State program, and taking part in it;";

b) state Item 18 in the following edition:

"18. To the participant of the State program the certificate of the participant of the State program confirming it participation in the State program for a period of five years is granted. After effective period of the certificate of the participant of the State program the compatriot loses participant status of the State program, and the members of his family specified in the certificate - the status of members of the family of the participant of the State program. The sample of the form of the certificate of the participant of the State program, its description, and also rules of filling, replacement, accounting and storage of the specified certificate affirm the Government of the Russian Federation.";
