About measures for further implementation of market mechanisms in implementation processes of highly liquid and exclusive goods

Active implementation in recent years of the market principles in implementation processes of goods serves in the country to reducing shadow economy, forming of actual prices for products of producers and expansion of their tax base.

Besides, implementation in the exchange biddings of forward agreements promoted prevention of sharp increase in prices for main types of socially important goods, providing supply-demand balance in the market, to effective use of available funds of subjects of entrepreneurship.

At the same time continuation of stimulation of the subjects of entrepreneurship taking active part in the exchange biddings, and broad application of market mechanisms in implementation process of highly liquid or exclusive goods, and also implementation in the exchange biddings of modern commodity derivatives including future agreements, remain the requirement of today.

For the purpose of non-admission of artificial overestimate of the prices of highly liquid and exclusive goods in the domestic market by unfair subjects of entrepreneurship, creation of deficit and excessive demand, abolition of elements of system of distribution and further activation of the exchange biddings:

1. Establish procedure according to which since June 15, 2021 in the domestic market only by means of the exchange biddings on the basis of the market principles realization the following goods is subject:

a) made by enterprise monopolists and (or) legal entities from shares of the state in authorized fund (capital) in the amount of 50 percent and more, and also legal entities, in authorized fund (capital) of which 50 and more percent belong to the legal entity from shares of the state in authorized fund (capital) in the amount of 50 percent and more (further - the organizations monopolists and the organizations with participation of the state):
