Procedure for forming of rates for services of centralized water supply and water disposal

I. General questions

1. This Procedure determines the mechanism of forming of rates for services of centralized water supply and water disposal.

2. In this Procedure terms are used in such value:

costs on implementation of capital investments - the costs connected with construction, reconstruction, upgrade of fixed assets and also with acquisition of intangible assets which are subject to depreciation according to the legislation;

economically reasonable planned costs - costs which planning is performed with observance of requirements of standards, standard rates, regulations of production schedules, and also requirements concerning provision of services of certain quantity and quality taking into account economic and climatic features of the region;

operating activiies - the main activities of the company, except investment and financial;

the planned production cost of services in centralized water supply and drainage system - direct material expenses; direct expenses on compensation, other direct expenses, the variable general production and fixed distributed general production expenses.
