The government of the Republic of Kazakhstan and the Government of Turkmenistan which are hereinafter referred to as with the Parties

realizing danger which is born for the states of the Parties by emergency situations of natural, technogenic and ecological nature,

aiming at strengthening of traditionally friendly relations between the people of the states, every possible development of the interstate relations and full cooperation between the Republic of Kazakhstan and Turkmenistan,

recognizing that development of cooperation between the states of the Parties in the field of civil defense, the prevention and liquidation of emergency situations will help growth in prosperity and safety of both states,

in view of possibility of emergency situations which cannot be liquidated by forces and means of one of the states of the Parties, and the need for the coordinated actions of both states for the purpose of the prevention and liquidation of emergency situations,

being convinced of the imperative need of strengthening of cooperation between the states in development and acceptance of effective, practical measures for the prevention and liquidation of emergency situations,

considering that exchange of scientific and technical information in the field of the prevention and liquidation of emergency situations is of mutual interest,

proceeding from the interdependence of ecological systems of both countries requiring carrying out coordinated policy according to the prevention and liquidation of emergency situations, and also the organization of monitoring of the environment;

supporting efforts of the United Nations and other international organizations in the field of civil defense, the prevention and liquidation of emergency situations,

agreed as follows:
