About change of the resolution of the State committee on standardization of the Republic of Belarus of July 25, 2017 No. 61

Based on subitem 1.5 of Item 1 of article 7 of the Law of the Republic of Belarus of October 24, 2016 "About assessment of conformity to technical requirements and accreditation of conformity assessment bodies" the State committee on standardization of the Republic of Belarus DECIDES: No. 437-Z

1. Bring in the Rules of confirmation of conformity of National system of confirmation of conformity of the Republic of Belarus approved by the resolution of the State committee on standardization of the Republic of Belarus of July 25, 2017 No. 61, the following changes:

1.1. in item 4:

the paragraph one after the words "established in" to add with words "The labor code of the Republic of Belarus";

exclude subitem 4.8;

in subitem 4.10 of the word of "the intended purposes" shall be replaced with words "the planned results";

to exclude from subitem 4.13 of the word "politician, procedures or";

1.2. to exclude from paragraph one of subitem 6.2 and subitem 6.4 of Item 6 of the word "Republic of Belarus";

1.3. in Item 9 the word "is effective" shall be replaced with words "can act";

1.4. state Item 10 in the following edition:

"10. Testing within confirmation of conformity are carried out by accredited test laboratories (centers) with the respective area of accreditation in cases if it is provided by the scheme of confirmation of conformity applied in case of certification of products (further - the scheme of certification of products), or the scheme of confirmation of conformity applied when declaring compliance (further - the scheme of declaring of compliance), or is determined by acts of the legislation.";

"41. Modification and (or) amendments in the certificate of conformity, the certificate of competence is performed by their registration on the new form with assignment of new registration number. At the same time in the line "Additional information" nature of the made changes and (or) additions, the basis and date of modification and (or) amendments, and also information "are specified registration number and registration date of the previous certificate of conformity, the certificate of competence is issued in exchange" and further.

The previous certificate of conformity, the certificate of competence remain in certification body.";

1.12. or" to exclude from Item 48 of the word "Special Marks";

1.13. to exclude from part two of Item 51 of the word "Republic of Belarus";

1.14. in Item 52 of the word "confirmations of conformity, applied in case of certification of products (further - the scheme of certification of products)" shall be replaced with words "certifications of products";

1.15. state Item 59 in the following edition:

"59. For carrying out certification of products the applicant for carrying out certification submits to certification body the certification application to products in form according to appendix 1.";

1.16. add Rules with Item 59-1 of the following content:

"59-1. The applicant on carrying out certification attaches documents which treat to the certification application of products:

59-1.1. for products of serial production:

technical documentation (specifications, standards of the organization, the design, technological, operational and other documentation on products including provided by requirements of technical regulations and other acts of the legislation) (if necessary);

the description of the made technical solutions (if necessary);

the copy of the certificate of conformity on quality management system (system of management of safety of food products), and also information of the manufacturer of products confirming capability of the certified quality management system (system of management safety of food products) to ensure stable production, to conforming technical requirements confirmed in case of certification. Structure of information of the manufacturer of products for assessment of capability of the certified quality management system and (or) system of management of safety of food products to provide stable release of the certified products it is established in appendix 6 (for schemes of certification of products 2s, 6s, 8s);

the copies of documents in the field of assessment of conformity of products to technical requirements of energy efficiency including issued outside the Republic of Belarus (the certificate of conformity or the declaration of the manufacturer on products compliance to technical requirements of energy efficiency, the report on the analysis of condition of production which is carried out earlier, the test reports of products on indicators of energy efficiency which are carried out in test laboratory (center) of the manufacturer or accredited test laboratory (center)) (in the presence);

59-1.2. for lot of products:

shipping documents;

operational documentation (if necessary);

the copies of documents in the field of assessment of conformity of products to technical requirements of energy efficiency including issued outside the Republic of Belarus (the certificate of conformity or the declaration of the manufacturer on products compliance to technical requirements of energy efficiency, test reports of products on indicators of energy efficiency, carried out in test laboratory (center) of the manufacturer or accredited test laboratory (center)) (in the presence);

59-1.3. in case of certification on the scheme of certification 9s the following documents confirming products compliance to technical requirements can be provided one or in total, on compliance to which certification is carried out:

the copy of the certificate of conformity on products (including issued outside the Republic of Belarus);

test reports of products, carried out in test laboratory (center) of the manufacturer or accredited test laboratory (center) (including issued outside the Republic of Belarus);

the copy of the certificate of conformity on quality management system of the manufacturer (including issued outside the Republic of Belarus);

the documents in the field of assessment of conformity issued outside the Republic of Belarus.";

1.17. the fifth parts two of Item 63 to add the paragraph with words "(if it is provided by the scheme of certification of products)";

1.18. in Item 67:

part two in paragraph three to replace the word of "load" with the word of "products";

add Item with part of the following content:

"In coordination with the applicant on carrying out certification sampling of products can be made by authorized body on certification by person as whom other certification body and (or) accredited test laboratory (center) which area of accreditation includes the corresponding products can act if other is not established by technical regulations.";

1.19. to state paragraph two of part three of Item 73 in the following edition:

"carrying out by accredited body on certification with attraction entering into structure of the legal entity based on whom it is created the test laboratory (center) accredited in the field of assessment of indicators of energy efficiency of products, the analysis and assessment of test reports with positive result. Results of assessment are documented in the protocol of verification of testing;";

1.20. to add Item 74 part one after the paragraph of third with the paragraph of the following content:

"carrying out sampling of products by certification body, authorized body on certification by person;";
