About development of power industry
For the purpose of enhancement of the relations in the field of power supply:
1. Determine that:
1.1. the block stations connected directly or indirectly to power networks of the power supplying organizations, power plants of the power supplying organizations and the Belarusian nuclear power plant are subject to single supervisory control in power industry based on agreements of rendering services in supervisory control in power industry.
The specified agreements are signed according to the procedure, determined by the Rules of access to services in supervisory control in power industry approved by Council of Ministers of the Republic of Belarus;
1.2. the power supplying organizations and GPO "Belenergo" render services on:
to distribution of the electrical energy made by block stations on power networks of the power supplying organizations within one area based on the agreement of the rendering services in distribution of electrical energy concluded between the owner of the block station and the power supplying organization to which power network the block station is directly connected;
to transfer and distribution of the electrical energy made by block stations on power networks of the power supplying organizations within several areas based on the agreement of the rendering services in transfer and distribution of electrical energy concluded between the owner of the block station with an established electric power of 25 MW and more, the power supplying organization to which power network the block station, and GPO "Belenergo" is directly connected.
The agreement of rendering services in distribution of electrical energy and the agreement of rendering services in transfer and distribution of electrical energy consist according to the procedure, determined by the Rules of access to services in transfer and (or) distribution of electrical energy approved by Council of Ministers of the Republic of Belarus.
