About measures for implementation of qualitatively new system of preparation of professional personnel for law-enforcement bodies

For the purpose of implementation of absolutely new system of training of specialists for law-enforcement bodies, ensuring career development depending on qualification of employees, and also further increase in intellectual and professional potential of the managerial personnel in effective management of forces and means:

1. Implement since 2021/2022 academic years in process of training in Academy of the Ministry of Internal Affairs (further - Academy) the two-level system of the higher education consisting of bachelor degree and magistracy.

Determine that:

the training system in Academies is directed to target professional training of personnel with profound training, since the first rate, on profile and legal disciplines, combat and physical training;

training in programs of bachelor degree in Academy will be organized on internal and remote forms of education on which acceptance is performed by special professional selection and the criteria of openness of the individual interview organized under the chairmanship of the deputy minister of internal affairs; based on

training in programs of magistracy in Academies is directed to preparation leading and research and educational personnel of law-enforcement bodies and will be organized in the directions "organizational and tactical management" - the II degree, "organizational strategic management" - the I degree and "scientific and pedagogical activities;

the term of training in each direction of the program of magistracy constitutes one year, the employees who arrived for study are relieved of the post and enlisted in ranks of listeners of magistracy, at the same time behind them the cash allowance on the last post remains and after the successful end of study the diplomas confirming the termination of the second step of the higher education are issued to them;

the task of direct carrying out classroom studies in magistracy of Academy at least once a month is assigned to deputy ministers of internal affairs and heads of industry services;
