About the State program of development of export in the Republic of Tajikistan for 2021-2025

1. Approve the State program of development of export in the Republic of Tajikistan for 2021-2025 and the Actions plan on implementation of the State program of development of export to the Republic of Tajikistan for 2021-2025 (appendices 1 and 2).
2. To the ministries and departments, local executive bodies of the government, the companies, organizations and other organizations, irrespective of patterns of ownership to take specific measures for complete and effective fulfillment of the State program of development of export in the Republic of Tajikistan for 2021-2025. ю 3. To provide to the ministries and departments, local executive bodies of the government information on results of program implementation in each first half of the year and for accounting year in the Ministry of Economic Development and Trade of the Republic of Tajikistan.
4. To the Ministry of economic development and trade of the Republic of Tajikistan:
- on the basis of summing up of data of the ministries and departments and local executive bodies of the government annually to submit to the Government of the Republic of Tajikistan the report on course of execution of the State program of development of export in the Republic of Tajikistan for 2021-2025 and the actions plan on program implementation;
- in case of change of environment of the world markets, and also influence of negative external factors on national economy to make offers on change and amendment in the main indicators of the program.

1. The state program of development of export in the Republic of Tajikistan for 2021-2025 (dalee-Programma) is developed for the purpose of development of export, strengthening of export-oriented and import-substituting production, decrease in share of consumer goods and services in total amount of import, creating favorable conditions for realization of the state external economic policy, increase in competitiveness of domestic production on internal and the foreign markets.
2. The program is developed within the priorities determined by the Founder of the world and national unity, the Leader of the nation, the President of the Republic of Tajikistan Emomalii Rahmon and the National strategy of development for the Republic of Tajikistan for the period till 2030 taking into account the principle of succession of development of strategic and program documents of national development, the analysis and the learned lessons from implementation of the State program of export promotion and to import substitution in the Republic of Tajikistan for 2016-2020.

The program the next 5 years is developed taking into account three main directions in the foreign trade sphere (export stimulation, ensuring diversification of the production oriented to export and simplification of the trade procedures) emphasized in the President's letter of the Republic of Tajikistan "About the main directions of domestic and foreign policy of the Republic of Tajikistan" on December 26, 2019. In the Program strategic directions of export of products, having competitive advantages and complex measures for stimulation of export and increase in competitiveness are determined.

On the basis of assessment of the situation and strategic analysis of amount and structure of export, tendencies and perspectives of development of the foreign markets for 2021-2025, the primary export-oriented branches and goods are specified, challenges and barriers (restrictions), opportunities and threats in export and production spheres taking into account COVID-19 pandemic effects are revealed.
5. Special attention in the Program is paid to measures of support of export and its production by means of strengthening of institutional measures of stimulation, including insurance of export risks, enhancement of non-financial measures of promotion of export and development of transport and logistic infrastructure.
6. The program is prepared taking into account growth of requirements of the international community for production of environmentally friendly products and with use of renewable energy resources. Production of competitive goods and the "green" economy based on use of energy-saving and resource-saving technologies will become important factor of growth of the export potential of Tajikistan.
7. In the Program in case of determination of indicators of assessment and target indicators of development of export for 2021-2025 two scenarios are provided: optimistic and intense.

Extent of achievement of the planned results will be traced, first of all, by target indicators, including macroeconomic indicators and key parameters of development of export, export-oriented and import-substituting production in spheres and separate key goods and services, then, the international indexes, index of trade specialization, index of global competitiveness, index of concentration and diversification of export, index of terms of trade, including the ratings of the World Bank on business.
9. Coordinating body on program implementation is the permanent commission on strengthening of import-substituting production and development of export approved by the order of the Government of the Republic Tadzhikistanot on December 30, 2015, No. 815. The commission is coordinating body of the ministries and departments, local executive bodies of the government, producers and exporters on assistance to strengthening of export and import substitution and increase in competitiveness of domestic production in the internal and external markets.
10. Sources of financing of actions for program implementation are the separate budgetary funds allocated through SUE Promyshlenno-exportny bank of Tajikistan of Sanoatsodirotbonk (further - SUE PEBT Sanoatsodirotbonk), the consolidated borrowing facilities of banking sector, including target and long-term borrowings, means of the government budget for purchase of goods, works and services, technical assistance and support of partners in development, the separate budgetary funds of the industry ministries and departments, and also local executive bodies of the government, means provided within the program of the state investments, direct foreign investments, and also means of private sector.

The program implementation will promote export growth ready (processed or final) products, diversification of the markets and expansion of export basket by means of export of new goods items, increase in share of products with high value added and stimulation of investments into export-oriented industries and innovative technologies.

By results of program implementation in five years the export, potential and import-substituting potential of the country will be strengthened, the amount of export-oriented and import-substituting production is increased, export and import substitution will be developed, procedures of export, import and transit transactions are simplified, necessary logistiko-transit infrastructure is created, and also line items of domestic exporters in the internal and external markets will become stronger. Along with it the transactional costs including connected with customs clearance and logistics will be reduced, rules and usloviyavedeniya of business, including within public-private partnership are developed and realized, the relevant base for the subsequent sustainable development of foreign trade is created.

For the purpose of accomplishment of instructions and orders of the Founder of the world and national unity, the Leader of the nation, the President of the Republic of Tajikistan Emomalii Rahmon on strengthening of export-oriented and import-substituting production, creating favorable conditions for realization of state policy in the field of foreign trade activity, providing competitiveness of domestic production, growth in volumes of production of export goods and products and decrease in share of consumer goods in total amount of import, the state program of export promotion and to import substitution for 2016-2020" was realized "(dalee-GPSEI).
15. Realization of the main actions of GPSEI reflected in the plan of its actions is based on three interconnected directions:
- enhancement of institutional bases of development of export and import substitution;
- diversification of export-oriented import-substituting production;
- reducing obstacles in trade and services. -
16. For goal achievement and priorities of GPSEI the actions plan consisting of 101 Items from which in 2016-2019 accomplishment of 80 Items (percent 79,2) is provided accomplishment of other Items is approved proceeds.

Main objectives of GPSEI are the growth in volumes of production of export-oriented and import-substituting products, decrease in dependence of the consumer market on import of main products of national consumption, increase in competitiveness of domestic production, improvement of the investment climate, and also strengthening of public-private partnership and interaction, creation of the modern logistic centers, development of the international communication, transport and economic corridors.
17. For the purpose of timely and high-quality accomplishment of actions of GPSEI the governing body - the Permanent commission on strengthening of import-substituting production and development of export under direct management of the Prime Minister of the Republic of Tajikistan functions.
19. For the purpose of accomplishment of GPSEI, in 2016-2019 number of considerable measures for creation of production enterprises, to production of competitive export-oriented and import-substituting products, enhancement of institutional bases, export diversification, simplification of trade procedures and search of the new markets is performed.

For this period of the main import-substituting products it is made on more than 35 billion somoni, including cement - 6, by 9 billion somoni, hlopkovolokna - 6, in 5 billion somoni, knitted products - 3, in 5 billion somoni, bread and bakery products - 3, in 3 billion somoni, torments - 2, in 9 billion somoni, primary aluminum - 2, in 2 billion somoni, eggs - 1, in 6 billion somoni, soft drinks - 1, in 3 billion somoni, coal - 1, in 2 billion somoni, sewing products - 0, in 9 billion somoni, rice - 0, in 7 billion somoni, vegetable oil - 0, in 5 billion somoni, фруктово - vegetable canned food - 0, in 5 billion somoni, etc.

For the period realization of GPSEI during 2016-2020 of sovershenstvovan the regulatory framework and institutional structure of development of export, including is activated structure of export promotion, network of promotion of goods abroad, measures of stimulation of the state support of export, the protective modes, the competition of products, logistics services, quality management development, etc. are entered.
22. For this period the Commodity nomenclature of foreign economic activity of the Republic of Tajikistan is approved in the new edition and enacted. For the purpose of protection of economic interests of the country, the order of the Government of the Republic of Tajikistan "About rates of import customs duties of the Republic of Tajikistan" is accepted and the average level of rates of customs duties on import of the inventory and products is increased from former 7,6 of percent to percent 8,1, on some separate goods to 30 percent that improved support and competitiveness of domestic producers.
23. The Actions plan on reducing time and costs of subjects of foreign economic activity for export, import and transit of goods is approved.

For the purpose of creating favorable conditions to subjects of foreign economic activity, are created as the institutes promoting export Agency under the Government of the Republic of Tajikistan and SUE Tadzhagropromeksport and taking into account modern requirements the Regulations on the trade missions of the Republic of Tajikistan in foreign countries are accepted.
25. For uninterrupted ensuring production with raw materials and diversifications of import-substituting production are approved the Procedure for tax exemption on value added and customs duties of the raw materials imported for conversion and production of end products and the List of the raw materials made within the country.
26. The order of the Government of the Republic of Tajikistan of May 31, 2018, No. 287 "About the List of socially important goods and produktion, the prices for which are subject to state regulation", was accepted and enacted.
27. The current legislation provides in total 109 privileges and preferences for entrepreneurs and investors. From total quantity of the specified privileges and preferences constitute 57 types of tax benefits, 35 types of customs privileges, 17 types of financial privileges and state grants and in general from them 92 names are fiscal and other 17 names not fiscal privileges. 29. For the purpose of accomplishment of decisions of committee 8 interdepartmental working groups on the directions of support of export, enhancement of tariff and non-tariff levers of foreign trade for support of domestic producers, simplification of transportations and transit, the Single window of registration of export-import transactions and increase in competitiveness, construction of the Wholesale distribution center for commodity export and products to the Russian Federation and creations of the green channels for growth in volumes of agricultural export are created.
30. Increase in level of product competitiveness in the domestic and foreign markets is the most important factor of development of export. Product quality according to regulations and standards of the WTO, EEU and other potential markets is increased, packaging, marking and branding, implementation of innovations in export-oriented production are improved, the material security, transport infrastructure, quality management are enhanced.
31. On April 26, 2019 the Trade portal of Tajikistan was officially open. The trade portal of Tajikistan is the first experience in foreign trade activity and among the countries of Central Asia. In 2019 the United Nations in the next publication estimated this portal as the best sample in the region.
32. On September 1, 2020 started activities the complete version of the Single window of registration of export-import and transit transactions.
