Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning provision of subsidies to legal entities.

Changes which are made to some acts of the Government of the Russian Federation concerning provision of subsidies to legal entities

1. In Rules of provision of the subsidies from the federal budget to the organizations of cinematography rendering services (performing the works) connected with implementation of production by foreign producers of audiovisual products in the territory of the Russian Federation approved by the order of the Government of the Russian Federation of November 7, 2019 No. 1420 "About the state support of the organizations of cinematography rendering services (performing the works) connected with implementation of production by foreign producers of audiovisual products in the territory of the Russian Federation" (The Russian Federation Code, 2019, No. 46, the Art. 6490):

a) in Item 3:

in paragraph one of the word "Export of services" shall be replaced with words "System measures of development of the international cooperation and export";

"e) conditions and procedure for the conclusion of the supplementary agreement to the agreement, including the supplementary agreement about agreement cancelation according to the standard forms established by the Ministry of Finance of the Russian Federation, with observance of requirements about protection of the state secret, concluded in the state integrated management information system by public finance "The electronic budget";

g) the term of transfer of subsidy taking into account the provisions established by the budget legislation of the Russian Federation;

h) accounts into which the subsidy, taking into account the provisions established by the budget legislation of the Russian Federation is transferred;

i) condition about approval of new terms of agreement or about agreement cancelation in case of default of agreement on new conditions in case of reduction to the Ministry of Economic Development of the Russian Federation of earlier finished limits of the budget obligations specified in Item 5 of these rules, the provision of subsidy resulting in impossibility in the amount of determined in the agreement.";

c) state Item 11 in the following edition:

"11. Agreements are signed by results of selection of the applications for participation in selection directed by the organizations of cinematography (further respectively - the request, selection). Selection is made at least once a year by means of request for proposals based on requests proceeding from compliance of the organization of cinematography to requirements, stipulated in Item 12 these rules, and priority of receipt of requests. The organizer of selection is the Center performing functions of the agent of the Government of the Russian Federation concerning provision of subsidies.";

d) add with Items 11 (1) and 11(2) following contents:

"11(1). For the purpose of carrying out selection on the single portal at least once a year information on carrying out selection including is placed:

dates and time of the beginning and the end of giving (acceptance) of requests (duration of order taking constitutes at least 30 calendar days from the date of placement of the notification);

the name, the location, the postal address, the e-mail address of the Center as the organization making selection;

result of provision of subsidy according to Item 3 of these rules;

domain name, and (or) the network address, and (or) the index of pages of the website of the Center in Internet network on which carrying out selection is provided;

requirements to the organizations of cinematography - to participants of selection, specified in Item 12 of these rules, and the list of the documents submitted by the organizations of cinematography - participants of selection for confirmation of their compliance to the specified requirements;

requisition procedure the organizations of cinematography - participants of selection and requirements imposed to form and content of the applications submitted by participants of selection according to Item 13 of these rules;

procedure for withdrawal of requests, the procedure for return of requests determining including the bases for return of requests, procedure for modification of requests;
