"4. The citizens of the Russian Federation recognized as those according to part of 1 this Article and who received the identity document of the citizen of the Russian Federation, and also the citizens of the Russian Federation who had citizenship of Ukraine, constantly living in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol on the date of acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects and about day of acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects acquired citizenship of the Russian Federation or submitted the application for acquisition of citizenship of the Russian Federation, are recognized the citizens of the Russian Federation who do not have citizenship of Ukraine in case of submission of the statement for unwillingness to consist in citizenship of Ukraine by them.";
