The conclusion of lease agreements concerning the state-owned or municipal property assigned on the right of economic maintaining or operational management to the state or municipal organizations of culture is performed without carrying out tenders or auctions according to the procedure and on conditions which are determined by the Government of the Russian Federation, in case of the conclusion of these agreements:

1) with the organizations of public catering for the purpose of creation of necessary conditions for catering services of visitors and employees of the state or municipal organizations of culture;

2) with the legal entities and individual entrepreneurs performing retail trade by the souvenir, publishing and audiovisual products, for the purpose of the organization answering the purpose of activities of the state or municipal organizations of culture of retail trade by souvenir, publishing and audiovisual products for ensuring needs of visitors of the specified organizations of culture.
