The purpose of this Law is regulation of the relations in the field of legal status of foreign citizens and stateless persons in the Republic of Uzbekistan.
Operation of this Law extends to the foreign citizens and persons without citizenship who are constantly living in the territory of other states driving or temporarily staying in the territory of the Republic of Uzbekistan, and also constantly living in the territory of the Republic of Uzbekistan.
Operation of this Law does not affect privileges and immunities of foreign citizens and stateless persons established by the legislation and international treaties of the Republic of Uzbekistan.
The legislation on legal status of foreign citizens and persons without citizenship in the Republic of Uzbekistan consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about legal status of foreign citizens and stateless persons in the Republic of Uzbekistan then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
the stateless person - the person who is not the citizen of the Republic of Uzbekistan and not having the evidence of the belonging to nationality of foreign state;
the foreign citizen - the person who does not have nationality of the Republic of Uzbekistan, having nationality and the proof of the belonging to nationality (citizenship) of other state;
the identification ID card of the foreign citizen and stateless person (further - the ID card) - the identity document and nationality, and also permanent registration of the owner of the ID card in the territory of the Republic of Uzbekistan containing the electronic medium (chip) with the entered personal bio and biometric data of its owner;
travel documents - national passports, and also other documents replacing them based on which according to the legislation and international treaties of the Republic of Uzbekistan foreign citizens and persons without citizenship have the right to drive (to leave) and stay in the territory of the Republic of Uzbekistan.
The foreign citizens having nationality of two or more states are considered in the Republic of Uzbekistan as citizens of that state, according to documents on belonging to nationality (citizenship) of which they drove to the Republic of Uzbekistan.
The rights and freedoms according to rules of international law are provided to the foreign citizens and stateless persons which are in the territory of the Republic of Uzbekistan. They perform the duties established by the Constitution of the Republic of Uzbekistan, the laws and international treaties of the Republic of Uzbekistan.
The foreign citizens and stateless persons which are in the territory of the Republic of Uzbekistan are equal before the law of the Republic of Uzbekistan without distinction as to sex, races, nationalities, language, religion, beliefs, social origin, social standing.
The foreign citizens and persons without citizenship who are constantly living in the territory of other states temporarily staying in the territory of the Republic of Uzbekistan can temporarily live according to the existing travel documents in means of placement or other living space at the choice, and also medical institutions.
The foreign citizens and persons without citizenship who are constantly living in the territory of other states temporarily staying in the territory of the Republic of Uzbekistan are registered in the place of temporary stay.
