Article 2

1) in Article 6.1:

a) state part 4 in the following edition:

"4. Activities for carrying out lotteries in the territory of the Russian Federation, including their carrying out with use of information and telecommunication networks, including Internet networks, and also means of communication and lottery terminals, are prohibited, except for the lotteries specified regarding the 4th article 3 of this Federal Law. For the purposes of this part the place of implementation of activities for carrying out lotteries with use of information and telecommunication networks, including Internet networks, and also means of communication the territory of the Russian Federation is recognized if one of the following conditions is carried out at least:

1) the residence of the participant of lottery is located in the territory of the Russian Federation;

2) the location of bank in which the account used by the participant of lottery for payment of lottery rates and implementation of other payments for benefit of the operator of lottery or the distributor, or the operator of electronic money through whom the participant of lottery performs payment of lottery rates and other payments for benefit of the operator of lotteries or the distributor is opened is located in the territory of the Russian Federation;

3) the network address of the participant of lottery used for payment of lottery rates and implementation of other payments for benefit of the operator of lottery or the distributor is registered in the Russian Federation;

4) the international country code of the subscriber number used by the participant of lottery for payment of lottery rates and implementation of other payments for benefit of the operator of lottery or the distributor is appropriated to the Russian Federation.";

2) in Article 6.2:

a) state the name in the following edition:

"Article 6.2. Restrictions of money transfers and acceptance of payments of physical persons when implementing activities for the organization and carrying out lotteries with violation of the law of the Russian Federation";

b) in part 1:

the paragraph one to state in the following edition:

"1. The credit institution servicing the payer shall refuse carrying out transaction on money transfer, including electronic money, at the request of physical person directly or through foreign payment service providers for benefit of the Russian legal entities, individual entrepreneurs, and also foreign citizens and stateless persons performing business activity, the foreign legal entities, the foreign organizations who are not legal entities on foreign law (further - foreign persons), information on which is included in the list of persons for benefit of whom money transfers are prohibited, including electronic money, at the request of physical person when carrying out lotteries (further - the list of persons for benefit of whom money transfers are prohibited).";

third to state the paragraph in the following edition:

"The payment agent, the telecom operator, the operator of mail service has no right to perform acceptance of payments of physical persons for benefit of the Russian legal entities, individual entrepreneurs, foreign persons, information on whom is included in the list of persons for benefit of whom money transfers are prohibited.";
