When scoping capital investments costs for creation (construction) or upgrade and (or) reconstruction of real estate units and (or) complexes of personal and real estate are considered. Regardless of availability of the specified costs when scoping the capital investments of the legal entity or individual entrepreneur referred according to the Federal Law of July 24, 2007 No. 209-FZ "About development of small and medium entrepreneurship in the Russian Federation" to small business entities and planning to perform the types of economic activity included in the list approved by the Government of the Russian Federation purchase costs of machines, the equipment, production stock are considered. At the same time are not considered:

a) costs for the received (acquired) property which joined in amount of capital investments by other residents of the Arctic zone earlier;

b) costs for creation (acquisition) of buildings, constructions and other similar costs incurred before date of inclusion of the individual entrepreneur or the legal entity in the register of residents of the Arctic zone.".
