About introduction of amendments to the Federal law "About Consumer Loan (Loan)"

Article 1

Bring in the Federal Law of December 21, 2013 No. 353-FZ "About consumer loan (loan)" (The Russian Federation Code, 2013, No. 51, Art. 6673; 2014, No. 30, Art. 4230; 2017, No. 50, Art. 7549; 2018, No. 53, Art. 8480; 2019, No. 18, Art. 2200; No. 31, Art. 4430; No. 52, Art. 7801) following changes:

1) in Article 5:

a) in Item 1 of part 4 after words "Internet networks add with words" (in the presence)", words "self-regulatory organization (for credit consumer cooperatives)" shall be replaced with words "self-regulatory organizations in the field of the financial market (in the presence of such obligation)";

b) add part 13 with item 4 of the following content:

"4) the condition providing availability on the bank account which under the terms of the agreement of consumer loan (loan) is used for implementation of the transactions connected with obligation fulfillment under the agreement of consumer loan (loan), not reduced balance in cash and (or) the amount sufficient for repayment of the next payment provided by the agreement of consumer loan (loan) (the payment schedule under the agreement of consumer loan (loan), in the day which is not day of making of the next payment provided by the agreement of consumer loan (loan) (the payment schedule under the agreement of consumer loan (loan).";

c) in part 16 "constant" to exclude the word;

d) 21 after the words "can not exceed twenty annual interest rates" to add part with the words "from the overdue debt amount under the agreement of consumer loan (loan)", after the words "percent 0,1 from the overdue debt amount" to add with the words "under the agreement of consumer loan (loan)";
